Development & Building Information

SA’s Development System is established by the South Australian Parliament through the Development Act (1993) and supported by the Development Regulations (2008). In other words, it is a State system, not a Council system. Council’s role is to negotiate the best possible solution between your proposed development and State Legislation.

We encourage you to perform your own research on Council’s requirements for new developments by reviewing the suite of information guides available on this site. This information has been compiled to assist enquiries and the lodgement of your development proposal with Council.

The following step by step guide with assist you with the Development Application process, however you can discuss your proposal before lodging your application with Council staff on 8862 0800 or by making an appointment at the Council office.

The Development Act 1993 established a legal structure for controlling the use and development of land throughout South Australia.

Step 2

Preparing your Application

Providing Council with a complete list of the required plans and documents for your development will reduce delays and ensure your development is assessed quickly. Significant delays can result from requesting additional or amended information. A pre-application discussion with Council can assist with this process.

Lodging your Application

There are 2 ways you can lodge your application with Council – In person or by post.

Step 4

Assessing your Application

The development assessment process (in most cases) incorporates both Planning and Building assessments. Once both consents have been granted a Development Approval can be issued. No work can commence on any development unless a Development Approval has been obtained.
